The Democratization of Power and the Rise of Autonomous Offensive Capabilities

Just as the internet lowered information processing costs, the next wave will make capabilities universally available, enabling individuals to produce expert-quality content with AI, access robots for personal use, or conduct DNA synthesis. This widespread availability of advanced tools, likened to everyone having a world-class team on their side, promises to be the greatest accelerant of wealth and prosperity in human history.

This democratization, however, inherently means democratizing risk, empowering malicious actors to launch offensive operations with unprecedented lethality and impunity. A stark illustration is the November 2020 assassination of Iranian nuclear scientist Mohsen Fakhrizadeh by an AI-computerized sharpshooter. This high-tech robot, operated via satellite and capable of firing 600 rounds per minute with automated aim adjustment, killed a highly guarded target in under a minute, demonstrating how sophisticated armed robots can reduce barriers to violence and operate without human presence on the ground.

The proliferation of such offensive capabilities is accelerating, with military-grade drone costs plummeting by three orders of magnitude over the last decade and autonomous drones becoming increasingly plausible, as seen in the May 2021 use of an AI drone swarm in Gaza to identify and attack militants. Complementary technologies like 3-D printing further reduce tactical drone costs to a few thousand dollars, making them accessible to a wide range of non-state actors. Moreover, AI-enhanced cyberweapons will continuously probe networks, adapting and improving themselves in real time to exploit vulnerabilities across vast code bases, and even leverage AI to arbitrage legal systems or manipulate human psychology for strategic attacks, fundamentally shifting the historical balance where cutting-edge offensive capabilities were exclusively the province of the nation-state towards an era favoring offense.
