The proliferation of such offensive capabilities is accelerating, with military-grade drone costs plummeting by three orders of magnitude over the last decade and autonomous drones becoming increasingly plausible, as seen in the May 2021 use of an AI drone swarm in Gaza to identify and attack militants. Complementary technologies like 3-D printing further reduce tactical drone costs to a few thousand dollars, making them accessible to a wide range of non-state actors. Moreover, AI-enhanced cyberweapons will continuously probe networks, adapting and improving themselves in real time to exploit vulnerabilities across vast code bases, and even leverage AI to arbitrage legal systems or manipulate human psychology for strategic attacks, fundamentally shifting the historical balance where cutting-edge offensive capabilities were exclusively the province of the nation-state towards an era favoring offense.
