Without the benefits these technologies offer, societies risk becoming exposed and precarious, losing the capacity to solve critical problems and collapsing, while pursuing them without control leads to immense dangers.

The uncontained spread of these advanced technologies produces 'tail risks' on a deeply concerning scale, including existential threats to nation-states, geopolitical disruption, AI-empowered cyberattacks, automated wars, and engineered pandemics. For instance, readily available DNA synthesizers, costing a few tens of thousands of dollars and usable with graduate-level biology training or online self-learning, mean a single person could potentially create novel, highly transmissible, and lethal synthetic pathogens, raising the alarming prospect of an individual having the capacity to 'kill a billion people.' Reactions to these catastrophic risks include a drift toward 'technologically charged authoritarianism' with massive surveillance, or a 'Luddite reaction' of bans and moratoriums. However, both approaches are problematic; authoritarianism erodes privacy, while bans are unlikely to succeed due to geopolitical and commercial incentives, and historically lead to societal stagnation.

Despite the profound and rapidly escalating nature of these risks, current discourse around technology ethics and safety is largely inadequate. There is a noticeable avoidance of 'hard containment' discussions, which would involve an interlocking set of technical, social, and legal mechanisms to constrain and control technology at every level. The enormous geostrategic and commercial value of these breakthroughs makes it difficult for nation-states or corporations to unilaterally abandon their development. This collective failure to seriously confront the true implications of the technological wave, especially by those in positions of power, contributes to the growing likelihood of catastrophic or dystopian futures, underscoring the urgent need for comprehensive and robust solutions that currently do not exist.
