This practice involved an 8-year-old child from an influential family (e.g., Governor Davenport's grandson and the protagonist, Misery) being sent alone into 'enemy territory' for ten years, effectively as a hostage. The mutual understanding was that if either side violated alliance terms, the child would be instantly murdered. The program is set to end next week, as the new Human Governor-elect, Maddie Garcia, has formally requested the return of the Collaterals and refused meetings with Vampyre leadership, signalling a significant shift in relations.

The regional geopolitical landscape is complex: The City is divided between Vampyres in the North (The Nest) and Weres in the South (an oak forest), separated by a heavily monitored river. Humans populate the rest of the Southwest. For decades, Vampyres maintained an amicable, though artificial, alliance with Humans against the Weres, despite mutual disdain (Humans viewed Vampyres as dangerous, Vampyres viewed Humans as cunning but feckless procreators). Weres have historically been 'merciless' towards Vampyres in border incidents, and vice versa.

A critical shift in power and alliances is underway. The former Were Alpha, Roscoe, was recently killed in a challenge, replaced by Lowe Moreland, a younger, 'more open-minded' Alpha. Moreland displayed unprecedented mercy by safely returning Vampyre teenagers who breached Were territory, and has expressed belief in tri-species peace. Simultaneously, Human Governor-elect Garcia exhibits 'relative warmth toward the Weres', and intelligence confirms diplomatic talks between Humans and Weres. This potential Human-Were alliance, which excludes Vampyres, poses an extreme threat, as Weres outnumber Vampyres ten to one, and Humans vastly outnumber both combined, leading to fears of Vampyre annihilation.
